Justice Henderson implemented a document-based show cause process to determine whether the Application should be struck out pursuant to Rule 3.68. The Court determined that the Application had several potential issues. The Applicant had failed to provide a basis to show that decisions regarding his detention were illegal, and had challenged a decision to deny release where habeas corpus did not apply.
